Washington, D.C. — Today, Gephardt Government Affairs President & CEO Dick Gephardt participated in a Joint Committee on Taxation roundtable on tax reform convened by Chairman Dave Camp (R-MI) and Vice Chairman Max Baucus (D-MT). Dick stated: "I appreciate the opportunity to participate in this bipartisan, bicameral effort led by Chairman Camp, Vice Chairman Baucus and members of the committee, with Secretary James Baker. Engaging both sides of the aisle in a discussion about ways to improve the United States tax code is a meaningful step toward reform – for both the taxpayer and our economy."
Dick testified before the Senate Finance Committee’s hearing entitled, "Tax Reform: Lessons from the Tax Reform Act of 1986" (September 23, 2010). Dick was invited by the Committee to testify due to his leadership on the landmark 1986 tax reform, which he helped steward as a leading member on Ways & Means. In 1982, he joined Senator Bill Bradley (D-NJ) to introduce the Bradley-Gephardt "Fair Tax" bill. The bill aimed to promote a fair, simple and transparent tax code. In 1984, President Reagan asked the Treasury Department to put forth its own plan. Following contentious bipartisan negotiations, President Reagan signed into law the resulting 1986 Tax Reform Act.
Dick served for 28 years in the United States House of Representatives from 1976 to 2004, representing Missouri’s 3rd Congressional District. During his first year in Congress, he was appointed to both the House Ways & Means and Budget Committees. Dick was elected to serve as House Democratic Leader for more than 14 years, as House Majority Leader from 1989 to 1995 and Minority Leader from 1995 to 2003. In his role as Leader, Dick emerged as one of the leading strategists of the Democratic Party’s platform and chief architect to landmark reforms ranging from healthcare, pensions, education, energy independence and trade policy.
His comments at today’s event will reflect strictly his views of the 1986 tax reform.
